Perk bugged or not implemented yet?

Is the perk ”One step ahead ” (Allows you to place your troops before all battles ) bugged or how does it work is it like in siege or something else? The perk is form tactics perk tree. It is the 3rd one

i don't think i'd be exaggerating if i said that most perks don't work.

@MrRobert111 Does the game pause when you get into battles? If it's pausing choose your troops with number keys and place anywhere you want. If it's not pausing i think it's not working. I searched for this before, people on reddit says so many perks are not working for now. I'm increasing my tactic skill just for this. I hope it would be like Total War unit placement feature as we do now in siege battles. I really want to think my strategy before get into battle. This perk is just what i need.

Not implemented/coded yet, like most perks.
