Party system (distribution of weapons and such)

I've been looking around on the boards, but I still can't find the answer to my question:

How do you get to the screen with the arrows

so I can give my soldiers weapons?

You can, buy a rifle and ammo, ok you have them in inventory, now go to the camp and click Manage your baggage, put your rifle and ammo here, then go to Arm Soldiers, so you can have your rifleman.

Ok, I did the inventory thing, but didn't know where to find the "Arm Soldiers," but I found it (it's in the "Take Action" tab, for anyone else)
