Whenever a town rebels and makes it to independent clan status they should have a higher chance of joining a kingdom to help with the onslaught that some kingdoms go through. In a case I have right now where battania took dunglanys and it rebeled right after they took it and in my experience a clan will only join the kingdom of their culture so they have never joined another kingdom. I know they made it to where these roaming clans disappear but I would to see them either join the ranks of a former kingdom or start a new one with themselves if they're of the same culture.
