The enemy does not have a single chance of victory, but he continues the siege, even after the conversation.
The AI's lack of military logic makes its actions meaningless.

Using reconnaissance skills, the enemy must identify the danger in a timely manner and, choosing possible options, use the best one, including diplomacy.

Save game:
I meant that you can enter into dialogue with the army commander and then step aside; logically, the enemy should realize the complexity of the situation and lift the siege, but the game does not provide for this and the only way out is to defeat this army. The forces are not equal and the enemy is easily defeated with a large number of prisoners.
