I think you should give Corsica to the papal states.

I don't agree. It would be like giving the Crusader States to the Pope just because he was their ultimate overlord.

I think it should go to either Pisa or Genoa.

Maybe searching directly for "Condottieri" isn't the best idea as most of them will be inevitably part of the 14th/15th centuries....

So the map has a big gap in northern Italy with little action going on except for two Holy Roman towns, I was thinking this would be a good spot for the Republic of Venice (which was a very powerful naval state at the time).

At the time of the mod, Venice controlled:
Venice
Ragusa
Koron in South Greece
Crete
Euboan Archipelago in Eastern Greece

I think some of these lands may overlap with the Latin League tho so you'd have to check.
