Escort Merchant Caravan spawns bandits right in front of city gates

Summary: My understanding of this mission if that if you lose sight of the caravan it will be attacked. However, if the caravan enters a city, it seems like you technically lose sight of it, and so a 38 stack of hillmen/highwaymen immediately spawned right outside of the gates of Zeonica (even though I was also right outside the gates, trailing the caravan) and jumped us. Seems like it's not the intended way for the "losing sight" mechanic to work.
How to reproduce: Do a caravan escort mission, trail closely, wait to see if bandits spawn right outside of cities after the caravan enters.
