Castle Cannot Upgrade?

I own two castles and was upgrading them both.

However, whilst one castle has my engineer as governor and upgrades are carried out, my other castle will not upgrade no matter whether I place a Governor in or stay there myself to be Governor. Over the last two days, the castle has suddenly stuck on every upgrade with it stating that the upgrade will be completed in one day, but it never achieves that.

What am I doing wrong?

It's a known bug. But I also heard that the production (the brick one) has something to do with the completion of buildings.
