In Progress Unable to get finished siege equipment out of reserves

Summary: I was trying to test out a siege battle with the new fixes in 1.7 and found that when I was sieging Iyakis that I could not pull my trebuchets out of reserve while I was in the scene doing the pre-battle set up. I found that I had to get them out of reserves on the campaign map in order to do anything with reserves at all.
How to Reproduce: Go into a siege battle with siege weaponry in reserves and attempt to place them in the siege weapon slots in battle and nothing pops up on the UI, it only has the box with -1 and the Trebuchet symbol.
Have you used cheats and if so which: I was trying to get a siege battle to test the new pathfinding so I gave myself a city and let it rebel by setting its loyalty to 0 with the console and took my own garrison out of the city. During the siege I turned off the cheat mode.
