Resolved Soldier AI freeze during 1v1

Summary: Occasionally, soldiers fighting each other will stand actionlessly for a few seconds before continuing; breaks the immersion.
How to Reproduce: Whilst it only happens during duels, it can be noticed the most when spectating tournament rounds. This bug only happens between two enemy soldiers with melee weapons and on foot.
