Shadow legion order strongold

I just noticed, (as I was losing money fast), I am being charged 10,862 each week as wages for the ex snake stronghold which I took, now the Shadow legion Stronghold.
I cannot see this in the Wiki or changelog, is this now intended? I cannot control the garrison, and nothing seems to have changed with the update to make the stronghold give rent or anything. 

I have searched but always possible I have missed something obvious.

Many thanks, I did miss the obvious, but I have been playing the game and not looking at the forum. I will allow steam to update it in future 

Having a great time, never seem to get fed up with POP, been playing it for years now, so very many thanks to you all.
