Create a Huge (Say 80%) trade penalty for player-made weapons.
This would hinder people from grinding smithing the first 2-3 hours of gameplay and becoming billionares within 5 hours, while at the same time keeping the nonplayer-made weapons (and armor) expensive for ballance.
Could maybe even add some new skills to trading/smithing to lower said trade penalty.
