Holy balls, that map of ancient Spain is bloody amazing! Gallic ones are great too, especially if we end up putting the Belgae in, as they expand their territory quite a bit and look really in-depth. Very, very awesome post.

about Iberia:
http://www.tesorillo.com/hispania/imagenes/hispania7.gif
to simplify the plot for the mod, there were two main cultures in iberia before carthago and rome invasion:
in the north and midlands there were celts and celtiberic (mainly celts with local flavour )
and in south-east and east of iberia there were the Iberians (mediterranean culture with celt, helenic and fenician influence)
the iberic peninsula was the first of the continental provinces to be invaded by rome (218 BC) and the last to be dominated (19 BC): two centuries of war and rebelion.

there are a couple of interesting mods for rome tw with a lot of info:

I think you should split the greek city stats in to smaller states because they didnt cooperate all the time instead they mostly fought each other . tex : Sparta , Athens , Myrmadion and Tiberias.

Dion wants most factions to have around 20, at the least, settlements. The Greeks currently have 20, so splitting them up would need a lot of other places to be added in, and we'd need to get extremely historically accurate in regards to the Achaen and Aetollian Leagues, since those should be the factions there, if any are.
I could help with this if you want Dion? since im already helping with the other stuff

Haven't played the mod, but it seems there's been a lot of conversation concerning the weapons and armor stats of different units. You can always peel those off from Rome: Total War. It might not have the most accurate system (in fact, its geological map and units for certain factions are quit awry), but it is pretty balanced.

From what I remember, though there may be no evidence to hold water to my argument, is the Greeks were heavily armored and consisted of a huge phalanx variety whilst the Macedonians held sarissas, which were much longer than the Greek compliments. Romans fielded hastati, principes, triarii, and a decent amount of cavalry.

I can't say for the barbarians and Carthaginians since I haven't done any reading on them either.
