Resolved Can't create my own kingdowm

I can't continue the main quest and create my own kingdom after assembling the dragon banner. I wanted to create a non imperrial kingdom and I bought the town Revyl, using the perk 'Everything has a price',to serve as the starting kingdom settlement. But now if I go talk Arzagos to talk to try and finish the quest 'Create a non-imperial kingdom' he only has an option to speak about turning in the quest 'Support a non-imperial kingdom'. I also have active the following quests: 'Create an imperial faction' 'Support an imperial faction' and 'Assemble the dragon banner'. The lastter quest I mentioned is at the state where it states 'You have talked to Ishtinatoo. Now you should make a decision'. If I talk to Istina she also only gives me an option to talk about Supporting an imperial faction.

I have this same problem, I can create an imperial faction, but can’t make a non imperial faction there is no option for this with Arzagos, the only option is to ask him who I should give the banner to, really annoying as it’s put me off the game
