Can all lords lead legions?

Not sure if from 1.5.3 onwards, not clan chiefs can also now form legions. Is this a bug?

If by legions you mean armies, then yes, I have noticed that as well. I am sure it was not like this and only clan leaders used to lead armies.

I support the old system because having too many army leaders makes it hard to memorize and personalize lords. In the old system there were only 7-8 army leaders for each faction and it made the names more realistic and remembering them easier for me.
