I mean lets be honest. That moment when you are in full cataphract armor and a looter comes up and stabs you in the leg with a knife. It causes 2 damage but it still causes you to stop your swing.
Agreed, the point of armor is so you can "shrug off" the blow and keep going, not just scream, panic and drop what your doing because someone smacked you across the face. Damage that can disrupt an action should be set in some way so that it has to be above % of HP or damage in order to actually make your character flinch.
