The argument could be made that decreasing the rate of fire of bows actually increases the skill of the class. With a lower ROF, archers now need to make sure every shot counts, favouring quality shots over just firing as much as possible. One way or another, I think it is necessary that archers do not go back to firing at the pace they were in 1.4.3. Also, your examples are pretty much irrelevant since Bannerlord is a much different game than OW and Quake, although I can see how some people might have confused it with a FPS when you consider how it played before 1.5.0.
I know they're very different games, they were just the two primary games with projectiles that came to mind. I'm not sure what other prominent games have good examples but they're probably out there. (I assume archers in Mordhau are still despised and I'm not sure what their relationship is now.)
It might depend on the game, but the more time you have to aim the lower the skill is. A very low rate of fire like crossbows might be dipping into risk-reward or resource management territory, which are different skills, but I do think more APM = more skill between skilled players.
I will say that the new archery has grown on me, it has a rhythm that you can adjust based on the situation. It's still too slow overall, but the aiming window feels pretty good when you're landing shots.
