Completely democratic rule has been realized in Kuruluk in beta 1.5 (Day 38\)!

Sadly this means no quests are available. nor can troops be recruited.

I have also plently of villages with no noteable personalities. Don't know if they were empty at the beginning of the game or due to enemy raids. They have all low hearts (below 100).

Also no mods.
