So I want to tweak VC so lords won't be able to escape. But there's no VC tweak database in TweakMB. Is there anyway I can do it with the text files? I also want to remove the time of waiting for farmsteads.

Have you tried using the Native 1.158 template, or the latest Brytenwalda one? They sometimes work for a few basic things. If not then leave a request in the tweaks thread and I'll try to have a look sometime.
