Problem 1:
Conquered Towns and Castles do not always go to the most logical Lord.

Issue:
Newly conquered Towns and Castles allow the ruler to select from three different candidates. If a Lord is chosen who is from a different faction (culture), problems will persist. Also, the three candidates that the AI chooses are usually the completely wrong candidates. Some of them own Towns/Castles days and days away on other sides of the map, making it very hard to defend all of them, even with a large clan.

Proposed Solution:
The AI does not always give the best option to the Ruler to select the correct Lord to own a Town of Castle. The calculation should be heavily weighted towards a Lord who is of the same faction/culture. The Ruler should be given more than just three options to choose from. The calculation should consider three items and be weighted properly in this order:

1 - Culture
2 - Number of existing fiefs.
3 - Nearby Towns/Castles
