special merchant?

In the 1.3 features, there is mention of a special merchant with noble items. Has anyone found this merchant?

You can ask a tavern keeper in-game.

yes and if u know where he is walk through the town

Ask the tavern owner where one is, go to  that town, walk into town and talk to the weaponsmith/armoursmith

how much renown do u need to access them tho? it hasn't let me and i have 411 renown

I don't have that dialouge option.. is that just me?

It works for me. The special 'merchants' have been given a name (instead of just 'weaponsmith'), so they're easy to spot.
