I'm not playing Napaleonic Wars, but I can give some suggestions. First of all:

Turkish: Belgeler > Mount & Blade Warband > rgl.config dosyasını sil.
Russian: Документы > Mount & Blade: Warband > rgl.config удалить файл.
English: Documents > Mount & Blade: Warband > rgl.config delete this file.

Please delete this file and try again play Napaleonic Wars.

I deleted the file and restarted Napaleonic Wars, but it did not change anything.
I even reinstalled the game and the module.
