I have seen several times so far a message stating that relationship was increase with the notables in some of my settlements but I have checked and I haven't noticed any increase. Those notables are supposed to be the people I recruit from, right?

I've seen that message before too but I don't know and never checked who it was talking about. Maybe it caravans instead? No idea.
Did you check all the settlements? Not just the city but also villages etc? I certainly noticed that the notables have gained few points after I came back from the longer campaign, and saw quite a few of those rep increase messages. It wasn't a massive increase, average 1-3 points across the whole spectrum of notables, but it was there.
I have 2 cities and 5 villages and I have owned for quite a while but i still have people I have 0 relations with. Next time I load the game I will write down my relations with everyone and I will check if there's any increase. This is also an old character from the release but I doubt that plays any role.
