You have to set the text files to UTF-8 to make Ñ and accents work. I had the same issue. You can do it with one button in N++.

Also, I suggest putting this on the NW mod section.

Thats simply not true.

It replaces prussia not austria. And Prussia's awesome....but Austria...isn't.

First of all, I think you have downloaded the spanish version, true?
Now I have seen that there is a problem in the spanish version: there are two different folders in it, so you have to forget the first module folder that is in the .rar
Try now, I think that's the solution.
Of course I will reupload that file.
