How do you make items not findable appear in shops?

With the recent patch, they seemed to add alot of armor and items back to the game. Howewer after traversing through the map I still couldn't see certain high tier armor such as khuzait face mask helmet or armor as seen in the picture, neither did they drop from the troops who wore it. What files could I edit to make it appear in markets atleast?

This is not really a bug right, might be more useful to ask this question in the general discussion. By the way off-topic question but what are you doing on this screenshot? Is it a recruitment-mod of some kind you are using because I have never seen this kind of recruitment in-game
