Summary: Homogenous spawn order does not work
How to Reproduce: Set spawn order to homogenous. Units will still spawn by highest tier
Have you used cheats and if so which: no

Notice that 0 of my forest bandits have spawned into any recent fights from this stream. My ally's tier 5/6 archers always spawn into fights in the archer slots.
