You need WSE as itp_show_right_hand is from WSE.
No, you don't need WSE. It should be there in the latest patch. Add this to header_items.py:
itp_show_left_hand = 0x0000020000000000
itp_show_right_hand = 0x0000040000000000
...and it should work.
