No, the AI still needs ammo to be able to use their guns, but the troops in the game that need it should have some. NPCs that the player can equip still have to be given the proper ammo to use their weapons effectively.
One gotcha - siege defenders now have their ammo refilled at regular intervals. They should never run out.
