Resolved [1.4.2] Wrong culture deserters and village defenders in Extortion Quest

So I have - as vassal of the Northern Empire - gained Sestadeim Castle and with it the village of Amycon.
When I do the Extortion by Deserters in Amycon, the village defenders and the deserters are VLANDIAN instead of IMPERIAL.

Same is true for Bergum.
Also true for Elipa. Somehow the region between Amythatis and Lycaon spawns Vlandians.

I may have an idea how this is: my hero's culture is Vlandian and I own this area.
However, the village is imperial and does provide imperial recruits. They only spawn vlandian deserters and village militias

I've noticed as Khuzait character that the quest in Imperial fiefs that I own have Khuzait deserters too. I though maybe it was just random.
