I use paint.net wich is free and has some nice plugins...
so I'll explain how to do using it.it's simple:

1 - download paint.net at http://www.getpaint.net/index.html
2 - install it
3 - get a blank banner texture.
4 - create two layers
5 - paste the flag in the downward layer
6 - google your image
7 - press cntrl+n
8 - paste your image
9 - resize width to 1,46 inches or less
10 - press cntrl+a then cntrl+c then cntrl+w
11 - no
12 - press cntrl+v
13 - move and resize it as you wich
14 - on properties of the second layer test all combination modes looking for the best
