Where are quests?

I go walk around towns and enter taverns looking for quests but cant ever find any. When i talk to the bartender he says somebody is looking for help then i cant find them? Is there village elders or other quest givers? Lords also seem to not have any option to ask for work.

Check the quick access menu at the top of the settlement screen, blue exclaimation marks indicate issues/quests.

I see them but where do you get them? I completed making my clan but there are no quest givers.
