The "Resolve dispute" quest glitch/bug

Hello I'm haveing a weird glitch and im woundering if anyone knows how to fix it

Edit: and sorry for the large sized pictrues I can't make them smaller.. I would have to make a new one...

It is because the developers released a half finished game, They will finish it with patches in the future if we're lucky.
