In Progress The 'Faster Building Production' under the Engineer skill displays incorrectly and is bugged (save file provided)

Summary: The 'Faster Building Production' value is incorrect in the character page. It will display whichever governor you last selected or hovered over in the castle menu. Also, 'faster building production' is always wrong in the governor selection menu from the CLAN menu (not from the castle menu). See screenshots below for clarification.
How to Reproduce: Hover of a governor option in the castle menu. ALL characters will now display that value.

You can see here, I'm level 128 Engineering but apparently that is only '1% faster building production' rate (ignoring that player can't be governor):

Hover over one of your clan members for governor position from the CASTLE menu (not the clan menu). You don't need to actually select them, just hit 'Done' after mousing over them.:

Extra: The perk list will not scroll down for you to look at when a governor is 'greyed out' (already in use). Maybe that's intentional, but it's a little inconvenient.
