Question is:  Should they look similar?  (At least the face and hair colour looks different, so we would wonder where to get a plastic surgeon and hair stylist for that)

Out of curiosity, when does this occur? I let him live but he never appeared in my storyline.

For me that should be some time between you finish the 30-day defense quest and going to Douar-an-Enez, immediately before/after Beda joins you.  I never hit the guy during the interrogation so I suppose that's the way for him to join you.

I've done both the Saxon and Danish storylines, he only seems to occur in the Danish one from what I saw

As someone who went both Saxon AND hit him... yeah. He turned up for me just after I beat up the Welsh.
