Regarding the quest to find the banner pieces

Just a heads up, the hideouts are not showing the correct amount of troops in them. shows as small number but when you get into the hideout there are too many to fight. i counted 45 mountain bandits on my last attempt. that how many me and my 6 men where able to kill before being over run! by alot more i would say there was atleast 80+ Mountain bandits there...

The problem has resolved it's self it seems. In case anyone else is having the same problem.. just waiting around a week or two fixed the issue for me, As alot of the garrisoned troops decided to leave i was able to finish the mission in question.....
