Red brotherhood hideout not appearing on different character

Is it intended that some beginner choices lead faster (less asking travellers) to the treasure map?
In one playthrough i got the map on day 12, while in the current i am at day 240 and only got Rane and Valonbray caches (like 10 each)

I don't have any solid evidence to back this up, but I suggest destroying a few of their parties. It may just be simple superstition, but my saves where I don't attack their parties don't usually have the hideout map event occurring.

I'd start with that and keep trying. It's a pretty rare event

You could try the most time consuming thing which is to save in a town that has plenty of those with rumors and just reload the save everytime.

But this is assuming its completely random, if the above person is right and you need to attack their parties, it may be just a waste of time, but its an option to consider after attacking them for a while I suppose.
