Resolved "Quest Activated:Rescuing Your Family" Battle Freeze/ Force Crash

Summary: Whenever I try to enter a battle/ interact with a character after the past few patches, the game freezes and it starts to stutter/flicker the scene over and over again as this quest is activated. I've tried waiting to see if the quest will appear, but it only does in the event of a battle. I saw a similar post due to the hideout, but after the patch this issue still affects me.
How to Reproduce: Engage a character for talk/battle.
OS: Microsoft Windows 10 Pro 64bit
GPU: NVIDIA GeForce GTX 1080 GDDR5X (256 bit)x2
CPU: Intel (r) Core(TM) i7-7820HK 2.90GHZ (8 CPUs)
RAM: 64gb
Motherboard:
Storage Device (HDD/SSD): SSD 1.39TB, 89.4gb free
