SP - Scenes Place Real Time Enemies in Towns

No not the guys you walk up that might want to fight with you after a lengthy dialogue -im talking guys who actively stalk harrass or want to fight the player without any initiation from player. How much more alive would the town seem if say, you bumped shoulders with the wrong guy or someone didnt like your backround/the look of ya and just charged at you sword drawn? Let their be blood in the city streets without warning!

How would civilians reacts, guards? Maybe there should be a 'no weapon drawn' Law in the towns in which if you break the Guards attack and imprison you -like Obliviion

This would be incredibly cool. Like a gta mini game inside towns if you decide to start slashing people.

pleanty of events, maybe f.e a child pickpocket you the 'x'
ammount of money, or the 'x' weapon, accesory, then you could
hunt it in town, just to face some shady guys with a fight.
