I have a quest where you need to escort some Zann caravan to Forde and now when they're escorted I only have an option to talk to a person wearing black armour and whenever I talk to him he only says that he will be ready soon and nothing else, what exactly am I supposed to do? I spent 30k for it.

Did you by any chance install the mod when it was just released, then played it up to the point when you finish escorting Syabr, only then installed any hotfix for the first time and then went to Temnik Arslan to finish the quest?

If this doesn't help either, enable cheat menu and go to camp => cheat menu => Finish Zann quest
You should get all its consequences.
And, btw, are you in fact talking to Temnik Arslan or I'm trying to fix a wrong person?

What is the best way to slow down kingdom strength progression over time (I think it might be the AI selection, but not sure)?
Trying to prevent/slow down the upward creep of kingdom strength, as in my game, at around day 120-ish, Tolrania is averaging about 800 castle/1500-man city garrisons, and many of the lords go around with 300-500 troop "escorts". Understandably, that makes the usurper quests, or my-own-kingdom goals rather difficult...as my current player troop limit is only about 200.

Did you start your own kingdom?
When you start your kingdom, you're given a menu where you should choose a minister.
If you don't have a kingdom yet, I'm not sure other 2 advisers are available.
As for treasury... do you get this message when you enter your castle?
And in case you play on a laptop that's missing numpad keys, in the last hotfix I also added the same functions to ↑, ↓ and → respectively.

Oh yes,sorry there was this message,but i tend to miss those often 
sorry. As for constable there was pop up about hire prominent noble 15 days after i got castle.I think this should be first thing to pop up after you get fief.
One more thing: I asked constable "how is the war" with drahara and he told me:war just begin and it's hard to tell,but this war is going on for 200 days.Can i make peace via cheat menu?

Enable cheatmenu, talk to the Draharan Sultan and inside "Cheat - take the following action" dialogue choose "make peace with me".
I'll try to figure out why war damage was never added in your case but for now I can't reproduce this bug (I'm experimenting with Drahara vs Bakhal war).
