DXTbmp is not a texture-making program.
Photoshop or Paint shop Pro is what you're looking for. Although you have to pay for both. If you get Photoshop you can download the DDS importer and exporter, but if you're going to use PSP you'll need DXTbmp anyway, unfortunately, because it's quite sucky and drains alot of quality where the PS one doesn't. Might be fixable with settings though.
