Making new bandit parties

Hi

Can anybody please tell me, how to make the new parties and make them spawn on the map. i've tried a bit, but it didn't work. I need this for my mod.
If possible, with the read me folder on "foot".

I added a "bandit ringleader" to each bandit party with some skillz and decent items, just to toughen them up a little bit, but you have to start a new savegame to see any changes. In my current savegame he shows up as a looter with a butcher knife....
