Summary:
How to Reproduce:Enter a city. Click on inventory, ALL the purchasable game items in the game appear on the left hand side (not what you have inventory, the full item list of items available in the game). There will be 10 each of everything, weapons, armor horse, etc. You can transfer items at will into your inventory no, (zero) cost. I went to a second city and same results

My mistake. I set the cheat mode to on as a means of dealing with the huge bandit swarms and forgot I had set it.
