My game launcher opens but when I am given the option to play or continue and choose one the game doesn't open and if I try to shut it down it wont shut down it just says stopping on steam I nominally need to restart my pc for the icon to change and the game to shut down. If I don't click stop game before I restart the game doesn't shut down it just stays on.

I have tried to uninstall/reinstall and verify game files nether one works
