Is this considered an exploit then?

Either start new party with zero troops and player needs to give some of them.

OR

Make creating the party expensive and time limitied.

Even paid, such army could be exploited to makle instantly huge army (greatly overlimit) just before big battle.

Solution is simple. Make AI lord alone with coins invested and (optionally) with player-provided gold, Then AI lord goes to nearby city and waits there fox X hours. Then he has some troops paid.

AI lord recruits most if not all units when you reach a village to recruit units yourself until he is almost full (not sure if few spots in party are left unoccupied intentionally for the occasion when you defeat enemy parties to recruit additional units from their army). Also he does not use your money to do so which he should. The above post has a good point with the coins.
