Hopefully simple but I should not need Google to find that clicking the "create Kingdom" button in fact does not create the kingdom and I have to find a bloody governor clerk in one of my settlements to sign the paperwork.
Either put it in the management UI or in the dialogue option (with huge exclamation marks where to find it and not some optional case that I may not have because sometimes not having governors is better than having them)
