This quest should be given by anyone else but criminals.
Merchants, lords, aristan, villagers.
Why?
Because doing this quest removes a hideout (should not they work together?). And a hideout get negative 2 in security. When security gets low enough loyality start to go down. A hideout is one of the few effektive ways to make a town rebel. It will happen in time.
To get a feif without starting a war or becoming a vassal this is the only source there is.
Infact there should be more quests to help sabotage a town and a castle loyality. Never seen a castle rebel. Wish to see bandits in castles, or desserters.
