Can't Select Dialog Options when Attacking Looters/Bandits

Tried searching and couldn't find anything similar, when I hunt down looters/bandits and the dialog option comes up most of the time my mouse cursor is gone, can't pause the game or anything. Basically I can do one fight, then the next it freezes on the dialog options(or vice versa).

I have verified files through steam, loaded some old auto saves and it hasn't made a difference. I am in the beginning stages of the game and its pretty frustrating to keep closing and reopening the game, is this common? A fix or anything for it?
