Can't seem to find thugs

Has anyone been seeing thugs for hire? I've been testing a mod and I haven't seen thugs anywhere. I don't think I've altered their spawn rate, although I did modify the names and troop tree of armed traders.

I still see them around in the encyclopedia, and they're usually in the backstreets of a town, but so far I've never actually encountered them.

Guess I'll keep looking. Better yet, I need to find the XML that dictates spawn rates.
