Can't find NPC that is supposed to be in city

So I have a quest called "Artisans Can't Sell Products" from Arenicos the Smith. He asked me to deliver sheep to Zerosica the Maid in Syronea. Unfortunately Zerosica the Maid is not in Syronea, though the character list says she's there.

Do I have to wander around the whole city talking to NPCs just so I can find her?

I have. Zerosica the Maid is nowhere to be found.

If she is a maid, she is in the tavern

I have not found her in the tavern either.

Is she on the list when you are in city menu on map? Top left corner. Sometimes people are on list but not spawn and you can only talk to them going straight from menu

I have the same issue with the same quest type. My target NPC is a gang leader. He does not show up on the Heroes page, the city’s list of NPCs, or the alt view when walking around the city/tavern.
