In civilian outfits, one handed weapons are inferior to two handed ones in pretty much every way. One way to fix that would be to implement bucklers. They would be shields with small size, but good speed and, most importantly, be usable with civilian outfits. Maybe also give them bonus damage/speed with shield bashes?

Culture wise, bucklers would come in Vlandia (naturally), Aserai (plenty of middle eastern bucklers and some of their smaller shields could be converted into this), and Khuzait varieties (western Asia has its own as well). Conveniently, this also overlaps with the cultures that favor one handed weapons (except Empire, whose thing is heavy armor).
