The upgrade costs are there to cover the acquisition of equipment, I think it would be annoying to have to aquire horses and specific bows etc. to upgrade troops (Especially that in warband at least; the shops had little variety).

I believe he's referring to the Vlandian blog where it talks about the difficulties in obtaining Knights, requiring a special set of circumstances in order to do so.

There is a development blog coming today, but I don't think we need a separate thread for this. There's already a mob of angry peasants rioting in the previous development blog thread. It's going to be posted soon - some final touches are just being made.
